"Man fears death and yet, at the same time, man is drawn to death. Death is endlessly consumed by men in cities and in literature. It is a singular event in one's life that none may reverse. That is what I desire."
Osamu Dazai is hard to describe, because he's a man of many masks, and no one's quite sure which is his actual face. Is it the slacker, the prankster who shoves all his work off onto his more responsible and reliable coworkers? Is it the ruthless mafia boss that will slaughter those who cross him with an empty smile on his face? Is it the detective who solves problems - who helps people, as he was once told to? Or is it a man who sees pointlessness in existence, yet seeks to make his existence have an impact anyway? No one is quite certain, perhaps not even Dazai himself.
Dazai's first face is a prankster, a goof, a layabout - this is what most people will see when they first meet him. A ridiculous man who delights in teasing others, from his partner Kunikida (by telling him complete nonsense that sounds credible enough to be true, but isn't, then admitting that he was messing with him) to his enemies alike (such as his ex-partner Chuuya, who he teases for having a feminine walk). He's usually able to get under anyone's skin if he tries, but most of the time he doesn't have to try. He just does it.
His second is the mafia boss with no care for anyone. This is a mask Dazai chooses to not wear anymore most of the time, but one he wore constantly in his past. As the youngest boss in the history of the Port Mafia, Dazai earned his position by being as ruthless as he needed to be, seeing it as a means to an end and perhaps not even caring what he caused - he had no care for himself, after all. His fascination with suicide came at that time: he had no care for himself, so the idea of dying a death that he himself caused seemed appealing to him, and he often spoke of it to others with a smile on his face. He also had little to no respect for other mafia members - he has never treated his protégé while in the mafia, Akutagawa, with any hint of respect - to the point of possibly beating him in an attempt to toughen him up for the mafia world (which worked, but gave him a complex to forever wish for Dazai to respect his strength).
It was the death of his closest friend, Oda, that changed him forever. Oda, unlike Dazai, was a caring and sincere man who saw hope in the world - his greatest hope being in a group of orphans he took care of. When these orphans were slaughtered by an enemy of Oda's, Oda sought revenge, but at the same time, one of the last requests he gave to Dazai was to be a better man. To help other people.
This created Dazai's third mask. The careful detective, the problem-solver, the expert. One of the most respected members of the Armed Detective Agency despite his first face showing itself at any opportunity when he's at ease, this mask comes into play when he is on a job. He's very calculating and sly, and sometimes he may seem to have no plan - but he knows things that others do not (such as his initial plan to 'capture the attacking tiger' wherein he seemed to know Atsushi was the tiger in question even before Atsushi himself did). He seems to always have some kind of plan running in the background, and only he knows what it is.
Then the last, the man who sees pointlessness in the world, but seeks to exist in it anyway. Dazai's perceptions of what is 'good' and what is 'evil' are quite skewed, and while he has his motivations for every decision he makes, he feels as though there is a certain pointlessness to the world that takes everything good away eventually anyway, yet he seeks to enjoy it while he has it. He sees all his motivation as things he wants to do, and even his vaguely-defined motivation of 'helping people' is less his own selfless desire to and more on behalf of Oda, who never had the chance to. His outlook could be described as cynical, and thus why he doesn't talk about it much, but it is what it is, he feels.
Even with his skewed mindset, he cares about the people he is close to very deeply. Kunikida is his treasured friend and a constant close bond to him, Atsushi is the same and also someone whom he can mentor, the other members of the agency...even Chuuya, who remains on the side of the Port Mafia, he has a certain bond with - though it is playfully antagonistic at best, at least from his side of things. And of course, he values Oda's words every day. It is perhaps because of his care for others that he seeks to lock them out of knowing too much about him (even the agency had no knowledge of his mafia connections for the longest, to the point of making a game of finding out what Dazai's former employment status was). He keeps others from getting too dangerously close to his heart, and yet aspires to keep people close anyway. It's a tangled web he weaves that makes most of his relationships seem like a 'hedgehog's dilemma' sort of situation - the closer and closer he gets to someone, the more they hurt each other.
⬢ Powers: Dazai is in possession of an ability known as 'No Longer Human'. When physical contact is established, Dazai can nullify any person's powers. However, this does take a bit of energy out of himself, and he has to establish physical contact for it to work. In addition, if a power is nullified, it will come back within a hour's time at most. This is Dazai's greatest weapon, though it cannot nullify things such as deductive abilities or anything that does not count as a superhuman 'ability'. It also makes he himself impervious to abilities, even positive ones - making any healing or enhancement powers moot on him.
In addition, he's fairly trained in guns, and he's decent on his feet, being able to keep pace with anyone in a fight, though in his former partner's words, he is a 'piss-poor hand-to-hand combatant'. His intelligence is also very impressive, though people may not see this on the surface...which is part of his goal. He's conniving and crafty, and a quick-thinker, making him a fairly dangerous opponent indeed with the addition of his natural street smarts thanks to his time in the Port Mafia.
