Oh, fun! Don't apologize, questions are great.

1. This would absolutely be allowed by the Library, with the same constraints that other characters would receive regarding size. So he wouldn't be able to, say, become so heavy that he would break through the floor, or so large that he would fill a room, but otherwise he is more than welcome to shift as he pleases.

2. We're inclined to say yes, that would be allowed so long as you have player permission, and if you want to play with it on a larger scale, then please, come plan with us, and we can work together to figure something out! The only real limitations from what we can tell would be that the Library as a whole would remain unchanged and undamaged - perceptions can change, and pocket dimensions can be warped at will, but a greater setting change isn't possible, for example - and that characters that may be trapped in a pocket dimension/maze/general fuckery can also be pulled out of that state and into a Story, if the Library wants them in that particular one (i.e., if the player doesn't opt out of the event, etc.), if that makes sense! Also, he wouldn't be able to send anyone home, though from the looks of things it doesn't seem like he'd be all that inclined to in the first place.

Of course, should you decide to app, we'll have a clearer idea of what may or may not need to be tweaked once we have a better idea of the scope of his powers, but from what you've said here, it seems a-okay!
